The Cook Islands’ Free Association arrangement with Aotearoa / New Zealand (NZ) grants it sovereignty over its own affairs and NZ citizenship for its people. Sharply increasing patterns of emigration to NZ, however, have contributed to a declining population and diminished resilience to external stressors such as Covid-19 and climate change. (Available in both English and Western Greenlandic languages).
