DMIs: Infrastructure for Digital Economy and Data Governance

The market-oriented configuration of data elements has become the fundamental solution to support the vigorous development of the digital economy. However, the data market infrastructure is not yet mature. Data-induced individual privacy infringements, organizational or personal property losses, and national sovereignty security incidents frequently occur. The resource governance framework, market transaction system and technology platform urgently need to be established. This article proposes a comprehensive data market governance plan of building a national data system, building a data asset account system, and introducing data brokerage and data market maker systems to achieve the economic incentive compatibility of all stakeholders of data resources, and to achieve data resource acquisition While developing to the greatest extent possible, the due rights of stakeholders are maintained, and the spirit of data for a better life can be demonstrated while realizing data sovereignty security and market-oriented configuration.
