The Ecosystem of Open Data Stakeholders in Sweden

Open data is trending among both practitioners and researchers. Public authorities are opening their datasets but “open data is a means not an end, and releasing the data is a small step in a long walk”. (Broster, Misuraca & Bacigalupo, 2011, p. 62, 63). At the same time, open data does not merely cover technical subjects but also relates to policy, legal, economic, financial, organizational and cultural challenges (Attard et al., 2015, p. 416). The lack of consumers using existing open data portals further indicates that more research is required to understand factors that influence participation in and usage of open data. It also sets a challenging requirement for engaging stakeholders to participate and collaborate in order to innovate the way they interact with the government and develop applications (Attard et al., 2015)…
