Environmental Impact of a Green Tax on New Vehicle Sales in the Presence of Tax Exemptions

About the seminar:
We estimate the environmental impact (in terms of nitrogen oxides emissions) of the green tax on new vehicle sales implemented in Chile at the end of 2014.
A Difference-in-Differences DID) approach is employed and our identification strategy benefits from the fact that this policy affected a subgroup of new vehicle sales.
Since the tax was increased on two occasions after its implementation we can also estimate its impact as a function of treatment intensity.
Our findings suggest that this policy has had a small effect on average emissions. Besides, its aggregate environmental impact is almost negligible since a large fraction of the most polluting vehicles are tax exempt."
