In view of the development and transformation of my country's current new industrial districts and the decline in the efficiency of industrial policies, the research is represented by the community management and evolution mechanism of Zhongguancun Chuangye Street, and provides suggestions for the development evaluation and guidance of innovation clusters. Based on the self-organization theory of biology, this article studies the economic and sociological reasons of Zhongguancun Chuangye Street from the perspectives of ecology, population evolution, economy and knowledge and technology spillovers, and evaluates its technological innovation and economic effects. Research shows that self-organizing innovation clusters are based on the connection and interaction of "people and people" and "content and content", rather than pure economic production. The irregularity, non-directivity and self-adaptability of the development of self-organizing innovation cluster systems make It can better perceive market changes and make timely adjustments, so the cluster is richer and more stable.
